In brief

The European Commission will host a mid‑November summit in Brussels with representatives of the U.S., Ukraine, NATO and leading EU allies to discuss post‑war reconstruction and security guarantees. The meeting follows earlier talks in Miami and is part of a broader effort, including planned U.S.‑mediated talks in Abu Dhabi, to secure a lasting peace in Ukraine.

European Commission Chief Spokesperson Paula Pinho confirmed on Tuesday that Brussels will host a Wednesday meeting of negotiators from the European Union, the United States, Ukraine, as well as representatives from France, Germany, Britain, NATO and the World Bank. The summit is scheduled to build on earlier talks that took place in Miami and aims to outline a post‑war reconstruction plan and security guarantees for Ukraine.

Pinho, speaking at a daily press briefing, noted that the Commission would be represented at the national security adviser level, though she did not name the official. She also said details of U.S. participation were not yet available, but that the U.S. would also join the discussion this week.

U.S. Special Envoy Steve Witkoff had indicated on social media Monday that U.S. negotiators would meet the same group in Brussels and would seek to advance security guarantees for Ukraine as well as a broader European post‑war security architecture. Witkoff further announced that the United States would mediate a working‑level negotiation between Ukraine and Russia on Nov. 10‑11 in Abu Dhabi, focusing on post‑war security arrangements, de‑escalation, humanitarian efforts and steps toward lasting peace.

NATO spokesperson Allison Hart confirmed to Xinhua that NATO representatives would meet with France, Germany, Britain and the United States in Brussels later in the week to discuss how to bring about a “just and lasting” end to the war in Ukraine. Hart said the meeting would build on earlier discussions in Miami and Oslo, but NATO did not disclose the exact date, participants or detailed agenda.
