In brief

The Monetary Authority of Singapore (MAS) unveiled a 30‑million‑SGD (≈23.5‑million‑USD) grant and a risk‑sensitive capital framework to spur insurers to develop infrastructure investment capabilities. The grant will fund establishment of dedicated teams, staff training, and professional services to help insurers invest in long‑term assets aligned with their liabilities.

The Monetary Authority of Singapore (MAS) announced on Monday a 30‑million‑Singapore‑dollar (about 23.5‑million‑U.S. dollars) grant scheme and a revised capital framework designed to encourage insurers to invest in infrastructure and securitization, according to a statement released by the central bank.

Under the initiative, MAS will allocate the full grant amount from its Financial Sector Development Fund immediately, aiming to cover the costs of setting up dedicated investment teams, training existing staff and hiring professional services that enable insurers to originate, assess and manage infrastructure investments.

Grant details and objectives

The grant is named the Infrastructure Capability Development Grant for Insurers and is intended to help insurers align their long‑dated liabilities with long‑term assets such as infrastructure projects across the region.

MAS added that the new, risk‑sensitive capital framework will better reflect the underlying risks of such investments while preserving prudential standards and protecting policyholders.

MAS said the grant and capital reforms would mobilise private capital for Singapore’s and the wider region’s infrastructure needs, fostering a greater link between insurers’ capital and public‑sector development projects.

No independent verification of the grant’s size or effect has yet been reported beyond the official MAS statement, as the announcement is still in its initial phase.
